Oracle has announced an aggressive recruitment drive in India to hire 3,500 employees across all its businesses that support domestic and global customers," the company said in a statement.

The maharatna and the navratna PSUs have decided to recruit fresh graduates of various engineering colleges based on their Graduate Aptitude Test in Engineering (GATE) score

 the National Thermal Power Corporation (NTPC), a maharatna company, has written to engineering colleges saying they will recruit candidates based on their GATE score, group discussions and the interview and asked the institutes to encourage students to appear for GATE.

The PSUs say this will make a qualitative difference in the recruitments and that it will set a standardized process, but the engineering institutes are divided over the matter. While confirming recruitments will be based on GATE score, Deepna Mehta, a spokesperson of NTPC, said:

"We won't conduct our own exams for recruitment and will rely on GATE score followed by GDs and interviews. Though, for the time being, we will continue our campus visits, it will be restricted. This to encourage recruitments based on GATE score." An HR official of Power Grid Corporation of India Limited, a navratna company, said, "Setting eligibility criteria based on GATE score will ensure credibility and give qualitative impetus to the process."

Problems of Redressal of Citizens Grievances is the subject on which the Administrative Reforms Commission headed by Late Shri. Morarji Desai, who later became the Prime Minister of India gave its first report.  It is that report which recommended for the establishment of Lokpal and Lokayukta institutions at the Central and State level respectively for redressal of citizens grievances by investigating into administrative actions taken by or on behalf of Central Government or State Government or certain public authorities. These institutions were intended to serve as institutions independent of the Government concerned and as institutions to supplement the judicial institutions headed by Chief Justices or Judges of Supreme Court of India or High Court of  the State.

             The  recommendation for appointment of Lokayuktas at the States level, as indicated in that report, was made to improve the standards of Public Administration, by looking into complaints against administrative actions, including cases of corruption, favouritism and official indiscipline in administrative machinery. It is the said recommendation which made the Karnataka State Legislature to enact the  Karnataka Lokayukta Act 1984 for investigating into allegations or grievances in respect of administrative actions relatable to matters specified in List II or List III of the 7th Schedule to the Constitution of India.

New telecom policy 2011 announced by Telecom Minister Kapil Sibal -Oct 2011

One nation, one telecom licence could soon be reality. It is because the draft of the New Telecom Policy unveiled by Telecom Minister Kapil Sibal, proposes to do away with roaming charges allowing users to port their mobile numbers, keeping the same number, even while switching service areas. "The idea is to connect the telecom revolution to rural areas," Mr Sibal said. The policy states an ambitious target to boost rural connectivity to 100 per cent by 2020 from 35 per cent now.

However, there is always a price for convenience. Experts say that the de-linking of the spectrum from licences could drive prices of acquiring these licences. This means cost of operation could go up. The policy also does not spell out any ideas on mergers and acquisition or consolidation in the space. The new policy was expected to make consolidation a smooth process. Investment bankers expect consolidation at some stage.

Here are some key takeaways and implications:

    The biggest difference for telcos is that the spectrum will not be linked to the licence and will be available at market prices only. For consumers, there may soon be no roaming charges. However, according to Hemant Joshi, partner, Deloitte, a consultancy firm, the cost of spectrum will go up which will in turn increase customer servicing costs.

    The new policy proposes to accord the telecom industry the status of an infrastructure sector, which will help ease credit flow to companies for funding roll-out plans or expansion activities. This is a significant move as bank credit would now move faster to the sector. Telecom companies, including those which provide tower services, are to be given infrastructure status. This could push more investment into the telecom tower companies. 
    Mobile service providers would also benefit from the policy as it proposes to allow companies to pool, share and later trade spectrum - a scarce resource. The minister also said the government would look at bringing legislation for governance of spectrum.

    Since spectrum will be linked to market prices, pooling, sharing and trading of spectrum among telcos will be permitted. Operators will have to undergo periodic audit to ensure efficient use of spectrum. A new law to deal with all issues related to spectrum will be put in place. For telcos looking to exit the business, a new policy is on the anvil.

    The policy outlines a vision for broadband services to be made available on demand. A broadband connection would now mean 512 kbps speed and not 256 kbps currently. The policy aims to have over 600 million broadband customers.

Reacting to the draft proposal, the Bharti Airtel management said the proposal to provide more spectrum, allow sharing of spectrum and allocation of spectrum through transparent market based processes are progressive policy decisions, which will provide much needed capacity augmentation to the vital telecom sector.

"The proposal to give infrastructure status to the telecom sector and rationalization of taxes and levies will provide much needed relief to the sector as well," the company said in a statement.

"The only negative - though good for consumers - is roaming, which is likely to be free and at the same rate as local calls... That is where the industry could have a negative impact of Rs. 2,500-3,000 crore for the year," said Prashant Singhal of E&Y.

The following errors have been indicated in a communication received from the
Committee for Consultations on the situation in Andhra Pradesh (CCSAP):-
(i) Para No.4.4.04 at Pages 184-186 of the Report:
That the seven river lift schemes, including Kalwakurthy, Bheema, Nettmpad,
Kolisagar, AMR Projects, are on the river Krishna in Nalgonda and
Mahbubnagar districts and not on the river Godavari as mentioned in the Report.
The word ‘Krishna’ may, therefore, be substituted for the word ‘Godavari’ in

15-Point Programme at Bihar government for minority

Out of her concern for the welfare of minorities, the then Prime Minister, Smt. Indira Gandhi addressed a letter to the Chief Ministers in May, 1983 containing certain points to ensure the economic, social and educational development of the minorities. This letter covered 15 different aspects for action commonly known as the Prime Minister's 15-Point Programme for welfare of the minorities. These points were reiterated by Prime Minister, Shri Rajiv Gandhi in his letter dated 28th, August, 1985 addressed to all the Chief Ministers. The updated text of these points is given below:

[A]	Enhancing Opportunities for Education Equitable availability of ICDS Services: The Integrated Child Development Services (ICDS) Scheme is aimed at holistic development of children and pregnant/lactating mothers from disadvantaged section, by providing services through Anganwadi Centres such as supplementary nutrition, immunization, health check up, referral services, pre-school and non-formal education. A certain percentage of ICDS projects and Anganwadi Centres will be located in blocks/villages with a substantial population of minority communities to ensure that the benefits of this scheme are equitably available to such communities. Improving access to School Education: Under the Sarva Shiksha Abhiyan, the Kasturba Gandhi Balika Vidyalaya Scheme, and other similar Government schemes, it will be ensured that a certain percentage of such schools are located in villages/localities having a substantial population of minority communities. Greater resources for teaching Urdu: Central assistance will be provided for recruitment and posting of Urdu language teachers in primary and upper primary schools that serve a population in which at least one-fourth belongs to that language group. Modernizing Madarsa Education: The Central Plan Scheme of Area Intensive and Madarsa Modernisation programme provides basic educational infrastructure in areas of concentration of educationally backward minoriteis and resources for the modernisation of Madarsa education. Keeping in view the importance of addressing this need, this programme will be substantially strengthened and implemented effectively. Scholarships for meritorious students from minority communities: Schemes for pre-matric and post-metric scholarships for students from minority communities will be formulated and implemented. Improving educational infrastructure through the Maulana Azad Education Foundation: The Government shall provide all possible assistance to Maulana Azad Education Foundation(MAEF) to strengthen and enable it to expand its activities more effectively.
[B]	Equitable Share in Economic Activities and Employment Self Employment and Wage Employment for the poor: The Swarnjayanti Gram Swarojgar Yojana (SGSY), the primary self-employment programme for rural areas, has the objective of bringing assisted poor rural families above the poverty line by providing them income generating assets through a mix of bank credit and Government subsidy. A certain percentage of the physical and financial targets under SGSY will be earmarked for beneficiaries belonging to the minority communities living below the poverty line in rural areas. The Swaranjayanti Shahari Rojgar Yojana (SSRY) consists of two major components namely, the Uraban Self-Employment Programme (USEP) and the Urban Wage Employment Programme (UWEP). A certain percentage of the physical and financial targets under USEP and UWEP will be earmarked to benefit people below the poverty line from the minority communities. The Sampurna Grameen Rozgar Yojana (SGRY) is aimed at providing additional wage employment in rural areas alongside the creation of durable community, social and economic infrastructure. Since the National Rural Employment Guarantee Programme (NREGP) has been launched in 200 districts, and SGRY has been merged with NREGP in these districts, in the remaining districts, a certain percentage of the allocation under SGRY will be earmarked for beneficiaries belonging to the minority communities living below the poverty line till these districts are taken up under NREGP. Simultaneously, a certain percentage of the allocation will be earmarked for the certain of infrastructure in such villages, which have a substantial population of minorities. Upgradation of skills through technical training: A very large proportion of the population of minority communities is engaged in low-level technical work or earns its living as handicraftsmen. Provision of technical training to such people would upgrade their skills and earning capability. Therefore, a certain proportion of all new ITIs will be located in areas predominantly inhabited by minority communities and a proportion of existing ITIs to be upgraded to 'Centres of Excellence' will be selected on the same basis. Enhanced Credit Support for Economic Activities: The National Minorities Development & Finance Corporation (NMDFC) was set up in 1994 with the objective of promoting economic development activities among the minority communities. The Government is committed to strengthen the NMDFC by providing it greater equity support to enable it to fully achieve its objectives. Bank credit is essential for certain and sustenance of self employment initiatives. A target of 40% of net bank credit for priority sector lending has been fixed for domestic banks. The priority sector includes, inter alia, agricultural loans, loans to small scale industries and small business, loans to retail trade, professional and self-employment persons, education loans, housing loans and micro-credit. It will be ensured that an appropriate percentage of the priority sector lending in all categories is targeted for the minority communities. Recruitment to State and Central Services: In the recruitment of police personnel, State Government will be advised to give special consideration to minorities. For this purpose, the composition of selection committees should be representative. The central Government will take similar action in the recruitment of personnel to the Central police forces. Large scale employment opportunities are provided by the Railways, nationalised banks and public sector enterprises. In these cases also, the concerned departments will ensure that special consideration is given to recruitment from minority communities. An exclusive schemes will be launched for candidates belonging to minority communities to provide coaching in government institutions as well as private coaching institutes will credibility.
[C]	Improving the conditions of living of Minorities Equitable share in rural housing scheme: The Indira Awas Yojana(IAY) provides financial assistance for shelter to the rural poor living below poverty line. A certain percentage of the physical and financial targets under IAY will be earmarked for poor beneficiaries from minority communities living in rural areas. Improvement in condition of slums inhabited by minority communities: Under the schemes of Integrated Housing & Slum Development Programme (IHSDP) and Jawaharlal Nehru National Urban Renewal Mission (JNNURM), the Central Government provides assistance to States/UTs for development of urban slums through provision of physical amenities and basic services. It would be ensured that the benefits of these programmes flow equitably to members of the minority communites and to cities/slums, predominantly inhabited by minority communities.
[D]	Prevention and Control of Communal Riots Prevention of communal incidents: In areas, which have been identified as communally sensitive and riot prone, district and police officials of the highest known efficiency, impartiality and secular record must be posted. In such areas and even elsewhere, the prevention of communal tension should be one of the primary duties of the District Magistrates and Superintendent of Police. Their performance in this regard should be an important factor in determining their promotion prospects. Prosecution for communal offences: Severe actions should be taken against all those who incite communal tension or take part in violence. Special court or courts specifically earmarked to try communal offences should be set up so that offenders are brought to book speedily. Rehabilitation of victims of communal riots: Victims of communal riots should be given immediate relief and provided prompt and adequate financial assistance for their rehabilitation.

Bihar government e-Procurement project -2011

e-Procurement is the process wherein the physical tendering activity is carried out online using the Internet and associated technologies. e-Procurement enables the user to introduce ease and efficiency of operations without compromising on the required procurement policies and procedures of the organization.

Through e-Procurement the Government expects to increase transparency and efficiency in public procurement, it is also estimated that e-Procurement will bring about savings worth approximately 15-20% annually. At this juncture, the Government is taking efforts to consolidate the existing e-Procurement solutions and implement an end-to-end e-Procurement solution across all agencies in the State. The Government seeks to involve a private partner in implementation of the end-to-end e-Procurement solution.

Departments. GoB has also shortlisted the departments which are to be included in the First Phase (Pilot) of this project. The identified Departments are:

ICT in schools scheme at Bihar IT -2011

The ‘ICT in schools’ scheme is a window of opportunity to the learners in the Government aided Secondary and Sr. Secondary schools in the country to bridge the digital divide. The scheme is a comprehensive and well thought-out initiative to open new vistas of learning and to provide a level-playing field to school students, whether in rural areas or in the metropolitan cities.

ICT@School Project is the establishment of computer lab in all 1000 schools. Each of the lab contain one server, 10 PC nodes, networked with Printer and Scanner, computer furniture etc. As part of improving the basic infrastructure the project also contain physical infrastructure improvement by doing false ceiling, Vinyl flooring painting etc. and power backup facility like UPS and Gensets in each school.

The Objectives of this project is to enable student to have national and international level of education in computer a dedicated IT Trainer is provided in each schools. In order to mitigate various risk of failure on operational and financial front, the project will be rolled out under PPP modal, specially using BOOT modal on quarterly lease basis for 3 years.

The Project has been approved for 1000 schools spread across the State of Bihar. The project has been successfully implemented in 400 schools.

Bihar State specific Courseware has been designed and developed in Hindi as per the curriculum of schools. The courseware was verified and approved by Bihar Intermediate Examination Board for ICT@School Project. In all 400 completed schools Computer Faculty Induction program has been done and also Skill up-gradation Training has been conducted for 1st Year.

State Wide Area Network (SWAN) project at bihar government IT -OCT 2011

State Wide Area Network (SWAN) has been identified as an element of the core infrastructure for supporting e-Governance initiatives. BSWAN is expected to cater to the information communication requirements of the entire state government and its departments. Through implementing BSWAN, the Government of Bihar (GoB) wishes to provide reliable, vertical and horizontal connectivity within the state administration to make the Government more productive.

Government of Bihar (GoB) established a network namely Bihar State Wide Area Network (BSWAN) through its Department of Science and Technology (DS&T), Technology Bhawan and Patna providing network connectivity to Government Offices and Departments at State Capital, District, Sub-Divisional, and Block headquarters across the State. There will also be adequate bandwidth provision to meet the increasing demands of data, voice and video transmission. BSWAN will link GoB offices at the State Data Centre, called as the State Head Quarter (SHQ), District Head Quarter (DHQ), and Block Head Quarters (BHQ).

BSWAN has been fully implemented in the SHQ at Patna, all 37 DHQs and 470 BHQs. Different services such as Video Conferencing between the Government officials, iWDMS, VAT MIS and e-District are currently running successfully on BSWAN. BSWAN is currently being monitored from the Technology Bhawan, Patna.

Personal promotions granted to 872 teachers under various promotion schemes at Magadh University

In pursuance of the approval of the Syndicate vide agenda  no. 07 of its meeting held on 19-04-2011, the following persons who have completed requisite years of their continuous service in one or more Universities are promoted as Senior Lecturer / Lecturer (Selection grade) / Reader / Professor, under the statute for Time Bound Promotion / Merit Promotion / Career Advancement Scheme on a provisional basis, in the subject mentioned against their names, subject to the approval of the Human Resources Development Department, Govt. of Bihar.

In case the Human Resources Development Department does not approve any of these names, the said personal promotion shall cease to be effective immediately thereafter. The promotion list does not indicate their respective / inter – se seniority.

Anomalies, if any, detected at anytime shall be rectified in due course of time.

The consequential financial benefits due to the promotees will accrue only when the university receives grants against the said promotions from the State Govt.
Teachers, who have been promoted in more than one schemes will have to tender their written options, in regard of invoking their final choice for their placement in the particular scheme of promotion, within 15 days from the date of issue of this notification, so as to enable the University Administration to issue subsequently a final notification.

Honest attendant gets reward I nitially I thought it was a bomb,” said Bhagwan Das, the attendant of Bhopal Express who found the bag containing Rs 10 lakh. “I called my mechanic and we opened the orange and white rexine bag. Both of us were stunned to find piles of Rs 1,000 currency notes inside.’’ Late on Thursday evening, West Central Railways announced a cash reward of Rs 2,000 for Das “for showing utmost honesty and sincerity in his work”. For Das, it was all in a day’s work. “I consider the Railways my family. Will anyone steal from his own family? I am a follower of Anna Hazare and had even gone to the Ramlila Maidan during the agitation. When I found the bag, I called the RPF men on patrol who then handed over the bag to the General Railway Police,’’ said Das.

Patna University was established in the year 1917 and it functioned as affiliating and examining body for over 30 years. On January 2, 1952 it was converted into a purely teaching cum-residential University with the territorial jurisdiction over Metropolitan Patna. It is one of the oldest Universities in the Country. In Bihar it is the first, and in India, it is the seventh oldest University. The University buildings are located on the bank of River Ganges and in the second Campus i.e. Saidpur Campus.



The Patna University has 31 postgraduate departments in the faculties of Science, Social Sciences, Humanities, Education, Commerce, Law and 10 constituent colleges, apart from Patna Medical College and Patna Dental College in the Faculty of Medicine whose management and control are with the State Government. There are 4 Institutes maintained by the University e.g. Institute of Psychological Research & Services, Institute of Public Administration, Institute of Music, and Institute of Library and Information Science. College of Arts & Crafts is fully devoted to the course of fine arts and has been imparting teaching in painting, sculptures etc. A Faculty of Fine Arts has also been started and is located on the campus of College of Arts & Crafts. Directorate of Distance Education (DDE) is a separate unit catering to the needs of large number of students who are unable to get admission as regular students in Colleges or are in service in some institutions. The University is eager to start e-learning.



The University is also running the Master of Business Administration Course in the Department of Applied Economics and Commerce, the Department of Personal Management and Industrial Relation is having post-graduate Diploma courses in Industrial Safety Management and Rural Management and Welfare Administration. These are self-financed courses.



The Population Research Centre is working in the Department of Statistics with the assistance of Ministry of Health and Family Planning, Government of India. It is a Centre for Population Studies & Publication Health.



The Patna University Computer Centre is running Post Graduate Diploma in Computer Application (PGDCA) course from the session 2008-09. P.G. Diploma in Bio-Informatics course at the Centre is likely to be started from the next session. Master in Computer Application (MCA) also will soon be started after the approval of Hon'ble Chancellor in collaboration with the Department of Statistics, Patna University.



The Central Library is catering to the needs of the students and teachers, research scholars etc. and is located in the centre of the campus. The Library has been connected to inflibnet and steps are being taken to computerize the working. The University Central Library is rendering its services to the teachers, students and researchers. For students it is opened for 24 hours. The number of various volumes at present is over 4, 00, 000 besides 87 periodicals and 50,000 back journals. It has more than 5000 valuable old manuscripts which are very rare and are of much use to the research scholars. The Library is working to establish e-resource centre, e-journal facilities and to transform into Digital Library.



Patna College, Science College, Magadh Mahila College, B. N. College, Patna Women’s College and Vanijaya Mahavidyalaya, have also opened post-graduate departments in the various subjects on the approval of the State Government and are running under the College administration. These post-graduate classes were started on the demand of the students and the public in general and to defuse the crisis of the admission in higher courses.



The UGC Academic Staff College is functioning efficiently and imparting refresher courses in various subjects and orientation programme for the teachers of the South East Zone.



The existing number of students in the university P.G. Departments, Colleges and Institutes is more than 18,741 and the number of teachers is 448 out of sanctioned post of 1004. At present the teacher student ratio is 1:42. If all vacant post were filled up then this ratio will become 1:18.

Natural Resources of state Bihar

Bihar lies in the tropical to sub tropical region. Rainfall here is the most significant factor in determining the nature of vegetation. Bihar has a monsoon climate with an average annual rainfall of 1200 mm.






Forests







The sub Himalayan foothill of Someshwar and Dun ranges in Champaran constitute another belt of moist deciduous forests. These also consists of scrub, grass and reeds. Here the rainfall is above 1,600 mm and thus promotes luxuriant Sal forests in the favoured areas. The hot and dry summer gives the deduous forests. The most important trees are Shorea Robusta (Sal), Shisham, Cedrela Toona, Khair, and Semal. This type of forests also occurs in Saharasa and Purnia districts.







Fertile Land







The topography of Bihar can be easily described as a fertile alluvial plain occupying the Gangetic Valley. The plain extends from the foothills of the Himalayas in the north to a few miles south of the river Ganges as it flows through the State from the west to the east. Rich farmland and lush orchards extend throughout the state. Following are the major crops: paddy, wheat, lentils, sugarcane, jute (hemp, related to the marijuana plant, but a source of tough fibers and "gunny bags"). Also, cane grows wild in the marshes of West Champaran. The principal fruits are: mangoes, banana, jack fruit and litchis. This is one the very few areas outside China which produces litchi.



Water Resources







Water like ground and mineral resources is of great significance as it provides means of drinking water for man and animals, irrigation for agriculture, industrial uses, production of hydro-electricity, transportation and recreation etc. The importance of water is so immense that the people in ancient times worshipped it.







Bihar is richly endowed with water resources, both the ground water resource and the surface water resource. Not only by rainfall but it has considerable water supply from the rivers which flow within the territory of the State. Ganga is the main river which is joined by tributaries with their sources in the Himalayas. Some of them are Saryu (Ghaghra), Gandak, Budhi Gandak, Bagmati, Kamla-Balan and Mahananda.







There are some other rivers that start from the platue area and meet in Ganges or its associate rivers after flowing towards north. Some of them are Sone, Uttari Koyal, Punpun, Panchane and Karmnasha.







There are several rivers in Bihar which contribute a lot to the peoples of Bihar. These rivers make the water available for irrigation purpose and also help in generating the hydro-thermal energy for the state. Apart from this they provide a medium for water transport, provide fishes for fishery industry and enrich the natural resources of state in many other ways.







All the above rivers have their impact on the Bihar plain. State also has non-exhaustible source of ground water which is in use for drinking purposes, irrigation and industries.

Bihar is located in the eastern part of the country (between 83°-30' to 88°-00' longitude). It is an entirely land–locked state, although the outlet to the sea through the port of Kolkata is not far away. Bihar lies mid-way between the humid West Bengal in the east and the sub humid Uttar Pradesh in the west which provides it with a transitional position in respect of climate, economy and culture. It is bounded by Nepal in the north and by Jharkhand in the south. The Bihar plain is divided into two unequal halves by the river Ganga which flows through the middle from west to east.
